Abstract

La tesis Infrapolíticas de ciudadanía. Prácticas de cualificación en entornos materiales es el resultado reflexivo sobre el trabajo en dos proyectos de investigación, uno sobre telasistencia domiciliaria dirigida a personas mayores y otro sobre participación ciudadana de personas mayores en controversias tecnocientíficas. Su campo de actuación se inscribe en los estudios de ciencia y tecnología (STS por su acrónimo en inglés), y es a partir de éste que se despliegan una serie de herramientas conceptuales y de debates acerca de la relación entre política, tecnología y ciencia. A lo largo de la tesis se desarrolla la noción de infrapolítica, se trata de aquel trabajo político y de sostén, generalmente invisibilizado, que es realizado para la producción de escenarios políticos. A través de un recorrido conceptual sobre qué es la política, se van desplegando distintos significados centrados en un trabajo de traducción particular: la cualificación. Es así como se muestra un recorrido que va desde la cualificación de las vidas, pasando por la cualificación de las situaciones hasta concluir en la cualificación de los espacios, siguiendo autores tan diversos como Agamben, Rancière, Dewey o Latour. La propuesta que fundamenta esta tesis se centra en concebir la práctica política como una práctica tecnológica, y viceversa, cómo y cuándo la tecnología es política. Para que acontezca un hecho político, diversas entidades deben ser movilizadas para infraestructurar la emergencia de lo político, entendido como una ruptura estética del mundo que se habita. Este movimiento en ocasiones implica la desinfraestructuración, concebida como inversión infraestructural, llevada a un plano ontológico relacional. Pero en ocasiones también es necesario reinfraestructurar. De esta manera, las infraestructuras políticas aparecen como el “cuándo” que anuncia la emergencia de la política, entendida en un sentido estético, como un cambio ontológico que posibilita la emergencia de nuevas entidades así como la asignación de identidades no sólo a los actores humanos y a las situaciones sino también a los escenarios donde la acción transcurre. Al ser la infraestructura un momento dado, se presenta al trabajo de infraestructurar como modos de infraestructuración. En esta dirección política y cuidado aparecen como dos procesos, dos modos de sostener la existencia de los arreglos materiales. Los casos trabajados, uno sobre cuidado y otro sobre política, sirven para ilustrar la coexistencia de ambos procesos en este tipo de prácticas en aras de sostener y componer mundos comunes. En este sentido, la tesis compila dos artículos, uno que analiza los procesos de mediación en el marco de la implementación del servicio de teleasistencia domiciliaria dirigido a personas mayores, titulado Care networking. A Study of Technical Mediations in a Home Telecare Service; asimismo otro basado en cómo adaptar una conferencia de consenso para la participación de las personas mayores, denominado Hackear la ciencia y la democracia. Decodificación y recodificación de un mecanismo de democracia deliberativa.


The thesis Infrapolitics of citizenship. Qualification practices in material arrangements is the reflexive result of two research projects, one about home telecare aimed at elderly people and another about elderly people engagement in techno-scientific controversies. Its field of action enrolls in the science and technology studies (STS), and it is from this that a number of conceptual tools and debates about the relationship between politics, science and technology are deployed. Over this thesis, the infrapolitics notion is developed. It is that, generally invisible and supportive political work, which is performed for the production of political scenarios. Through a conceptual tour of what is politics, different meanings are deployed and focused on a particular work of translation: qualification. Thus, a journey that goes from the qualification of the live beings, through the qualification of situations to conclude the qualification of space is shown, following authors as diverse as Agamben, Rancière, Dewey or Latour. The proposal of this thesis is focused on conceiving political practice as a technological practice, and vice versa, how and when technology is political. For a political fact happen, various entities must be mobilized to infrastructure the rise of politics, understood as an aesthetic break the world that is inhabited. This movement involves sometimes dis-infrastructuration, that is conceived as infrastructural inversion when is carried to a relational ontological plane. But sometimes it is also necessary reinfrastructuring. Thus, the political infrastructure appear as the "when" that heralds the rise of politics, understood, in an aesthetic sense, as an ontological change that enables the emergence of new entities and the allocation of identities not only to human actors and situations, but also to the stage where the action takes place. Being infrastructure a particular moment, the work of infrastructuring will be shown as modes of infrastructuration. In this sense, politics and caring appear as two processes that sustain the existence of singular material arrangements. The cases analyzed serve to show the co-existence of both processes in these kinds of practices in order to sustain and compose common worlds. In this sense, this thesis compiles two articles, one analyzing the processes of mediation within the framework of the implementation of the home telecare service addressed to older people, entitled “Care networking. A Study of Technical Mediations in a Home Telecare Service”; also another it based on how to adapt a consensus conference for the older people engagement, called “Hacking science and democracy. Decoding and recoding of a mechanism of deliberative democracy”.
