Abstract

Ecotourism, preservation of nature and local development: the case of Mexico, Central America and the Great Antilles<br/>AREA OF STUDY AND METHODOLOGY<br/>The present thesis is a continuity of the dissertation, in which the area of study at the time was limited to Costa Rica, a country that was starting to stand out in 1994 as regards ecotourism. However, in this doctoral thesis the territorial area of analysis has been considered appropriate for extension. The reasons why are exposed below.<br/>Throughout recent years, the countries around Costa Rica (not only those forming Central America but also Mexico, the Caribbean islands and even the whole South American continent) have become more and more influential within the world tourist panorama. Some of them have been slowly joining the tourist sector while others, with a longer tradition, have been renewing their image by offering what at first made them different from the rest, and what has been making an increasingly important tourist segment travel thousands of kilometres for: nature. A nature that, in most cases, is under some degree of protection.<br/>Focussing this investigation on countries such as Mexico, the area of Central America, Cuba and the Dominican Republic has meant, in the different phases of the investigation, carrying out fieldwork in Mexico, Costa Rica and Nicaragua, which has been essential in order to obtain first-hand information as well as to compile bibliography. The new technologies, such as the Internet, have also been an extremely important resource in writing this thesis.<br/>The large amount of information and data obtained in this investigation has been summarised in statistical charts and graphic and cartographic displays in order to analyse and evaluate the results in a better way.<br/><br/>JUSTIFICATION<br/>This thesis, entitled Ecotourism, preservation of nature and local development: the case of Mexico, Central America and the Great Antilles is focussed on the analysis of ecotourism, a very dynamic tourist modality with a greater expansion worldwide.<br/>This doctoral thesis reinforces a line of investigation where Geography has a lot to say and where it is starting to get into: tourism.<br/>As ecotourism is increasingly interesting for both administrations and businesses, this thesis means to offer useful instruments and management tools that can be applicable to an activity that is just starting back home. It also intends to put forward theoretical models and concrete experiences on the tourist development in protected natural areas from countries such as Costa Rica, which has a great experience in this matter and has become a country to imitate worldwide.<br/>Tourism, in the new century and worldwide, has to become a sustained development phenomenon that helps to preserve both the natural and cultural values that set up the bases for tourist attraction and to offer new socioeconomic options to the local population, above all in certain lower rural areas. Unlike traditional tourism, in modern tourism the environment is an essential component within the total quality of the tourist service.<br/>This new tourist modality incorporates new ethics on tourism and the tourist, sensitivity towards nature, the culture, and the way of living of the receptive populations. Two essential premises in the conception of this new tourism are: the participation of the local population, and the preservation of nature and the respect towards the environment as the only means to ensure the bases of a sustained tourist development in the long run.<br/>All the natural resources progressively become more relevant for the present-day tourist. It can be affirmed, then, that the traditional tourist destinations (large-scale, standardized, centralised and with minimum levels of quality) are losing ground day by day. Nowadays, tourists expect to be treated in a personalised way and not as a number, and they want to discover and to live original experiences. Subsequently, facing this demand, businesses have to offer a new kind of service-product. Finally, the government has started to act as the regulator of all these activities.<br/>Protected natural areas, with their wild landscapes, flora and fauna, together with those cultural characteristics that can be found there, set up remarkable attractions for tourists worldwide. That is why it is necessary to have suitable administrative bodies, as well as appropriate lines for the planning, designing and building of the tourist infrastructure so that tourism benefits from the environment instead of degrading it.<br/>Nevertheless, it should also be mentioned that an inappropriate tourist development may cause serious damage on ecologically important natural areas and effects that are difficult to foresee. Therefore, a balance between the tourist enjoyment and the requirements of the preservation has to be met. The challenge lies in how to ensure that the local communities obtain a part of the benefits from tourism, but at the same time preserving their heritage. That is why it is interesting to promote the symbiotic relationship between tourism and those areas with a high cultural and natural value.<br/>The hypothesis presented in this research sets off from the following question: Is ecotourism a sustained modality and therefore a useful tool for the preservation of nature and local development? At the same time, a series of main objectives have been planned:<br/>- To study the natural potential of the countries within the area of study in order to establish ecotourism. To know which characteristics and which is the real situation of the natural tourist resources; that is to say, the protected areas and whether they are suitable to develop tourism.<br/>- To prove if the concept of ecotourism and what it implies is a myth or a reality and if it really is a sustained tourist modality that respects the environment.<br/>- To check if the protected areas can be used as tourist destinations without altering the purposes for which they were created.<br/>- The role and intervention of the corresponding national and local governments in the process of planning and management of ecotourism and the specific policies carried out.<br/>- The role of the local population and of both national and overseas businesspeople in this new tourist modality.<br/>- To examine the types of tourist projects that this modality has involved, to establish typologies according to the origin of the capital and its characteristics.<br/>CONCLUSIONS<br/>The research and fieldwork have verified that this modality is not being applied correctly. Even though there are concrete cases which prove that ecotourism can achieve everything that it meant in the beginning as local development and preservation, the negative experiences are on the increase, above all due to lack of planning (understood as a legal void in tourist and environmental matters, lack of human and economic resources, etc.) and improvisation.<br/>The results obtained, as a consequence of inappropriate ecotourist development models, are very useful for those countries which are just starting to incorporate this modality in their tourist products to prevent making the same mistakes.


ÀREA D'ESTUDI I METODOLOGIA<br/>Aquesta tesi és una continuïtat de la tesi de llicenciatura, en la que l'àrea d'estudi d'aleshores es va limitar a Costa Rica, país que començava a sobresortir l'any 1994 en matèria d'ecoturisme, però en aquesta tesi doctoral s'ha cregut oportú ampliar l'àrea territorial d'anàlisi. Els motius s'exposen a continuació. <br/>En el transcurs d'aquests anys, es va poder percebre que els països que envoltaven Costa Rica, i no únicament es fa referència als que conformen l'Amèrica Central , sinó també Mèxic, les illes caribenyes i fins i tot el continent sud-americà, estaven prenent un cert protagonisme dins del panorama turístic mundial. Alguns s'incorporaven tímidament al sector turístic i d'altres que ja portaven més temps estaven renovant la seva imatge, oferint allò que en un principi els feia diferents de la resta de països i que estava motivant a un segment turístic, cada cop més important, a desplaçar-se milers de quilometres: la natura. Una natura que en la majoria dels casos es troba sota alguna categoria de protecció. <br/>Centrar aquesta investigació en països com Mèxic, la regió d'Amèrica Central i les illes de Cuba i la República Dominicana ha suposat en les diferents fases de la investigació efectuar treball de camp a Mèxic, Costa Rica i Nicaragua, imprescindible per obtenir informació de primera mà així com per recopilar bibliografia. També destacar la gran utilitat de les noves tecnologies com internet, un recurs important en aquesta tesi.<br/>L'alt volum d'informació i de dades obtingudes en aquesta investigació han fet necessària la seva sintetització en quadres estadístics, representacions gràfiques i cartogràfiques que han permès analitzar i avaluar millor els resultats.<br/>JUSTIFICACIÓ<br/>Aquesta tesi titulada: Ecoturisme, conservació de la natura i desenvolupament local: el cas de Mèxic, Amèrica Central i les Grans Antilles es centra en l'anàlisi de l'ecoturisme, modalitat turística de gran dinamisme i de major expansió actualment a nivell mundial.<br/>Amb aquesta tesi doctoral, es reforça una línia d'investigació on la Geografia té molt a dir i on tot just comença a introduir-se: el turisme. <br/>L'ecoturisme, és un tema que suscita un interès creixent entre administracions i empresaris i amb aquesta tesi el que es pretén és oferir instruments i eines de gestió útils i aplicables en una activitat que tot just comença a casa nostra i amb la que es pretén oferir models teòrics i experiències concretes sobre el desenvolupament turístic en espais naturals protegits, de països com Costa Rica, de gran experiència i que s'ha convertit en un país a imitar a nivell mundial. <br/>El turisme, en aquest nou segle i a nivell mundial, ha de convertir-se en un fenomen de desenvolupament sostenible, que ajudi a preservar justament els valors, tant naturals com culturals, que constitueixen la base de l'atractiu turístic i oferir noves opcions socioeconòmiques a les poblacions locals, sobretot en certes àrees rurals deprimides. A diferència del turisme tradicional, en el turisme modern el medi ambient forma un component essencial dins de la qualitat total del servei turístic.<br/>Aquesta nova modalitat turística incorpora una nova ètica del turisme i del turista, la sensibilitat cap a la naturalesa, la cultura i les formes de vida de les poblacions receptores. Dues premisses essencials en la concepció d'aquest nou turisme són: la participació de la població local i la conservació de la naturalesa i el respecte al medi ambient com únic mitja d'assegurar a llarg termini la base d'un desenvolupament turístic sostenible. <br/>Tots els recursos naturals es tornen progressivament més rellevants pel turista actual. Podem dir doncs que les destinacions turístiques tradicionals, massives, estandaritzades, centralitzades i amb mínims de qualitat perden cada dia terreny. El turista avui en dia busca ser tractat d'una manera personalitzada i no com un número, busca descobrir i viure experiències originals. Posteriorment davant d'aquesta demanda els empresaris veuen necessari oferir un nou tipus de producte-servei. Finalment el govern ha començat a actuar com a regulador de totes aquestes activitats.<br/>Les àrees naturals protegides, amb els seus paisatges, flora i fauna silvestres, junt amb aquells trets culturals que poden estar allí presents, constitueixen atraccions notables pels turistes d'arreu del món. Per això és precís comptar amb estructures administratives apropiades, així com línies adequades de planificació, disseny i construcció d'equipament turístic, amb la finalitat de que el turisme beneficiï i no degradi l'entorn natural. <br/>Però també cal dir que un desenvolupament turístic inapropiat pot causar greus deterioraments en les àrees naturals d'importància ecològica i produir efectes difícilment previsibles. S'haurà, per tant, de trobar un equilibri entre el gaudiment del turista i els requeriments de la conservació. El repte està en com assegurar que les comunitats locals obtinguin una part apropiada dels beneficis del turisme, conservant a la vegada el seu patrimoni. És per això que és d'interès impulsar la relació simbiòtica entre turisme i àrees d'alt valor natural i cultural.<br/>La hipòtesi d'aquest treball d'investigació parteix de la pregunta següent: Es l'ecoturisme una modalitat sostenible i per tant una eina útil per la conservació de la natura i el desenvolupament local?. Alhora també s'han plantejat una sèrie d'objectius principals com: <br/>- Estudiar el potencial natural amb el que compten els països de l'àrea d'estudi per assentar l'ecoturisme. Conèixer quines característiques i quina és la situació real dels recursos turístics naturals, és a dir les àrees protegides i si aquestes són adequades per desenvolupar el turisme. <br/>- Demostrar si el concepte d'ecoturisme i el que aquest implica és un mite o una realitat i si realment s'està davant d'una modalitat turística sostenible i respectuosa amb l'entorn.<br/>- Comprovar si els espais protegits poden ser utilitzats com a destinacions turístiques sense alterar els fins pels quals van ser creats. <br/>- El paper i intervenció dels respectius governs nacionals i locals en el procés de planificació i gestió de l'ecoturisme i les polítiques específiques que es duen a terme.<br/>- El paper de la població local i dels empresaris tant nacionals com estrangers en aquesta nova modalitat turística. <br/>- Examinar els tipus de projectes turístics que ha comportat aquesta modalitat, establir tipologies segons l'origen del capital i les seves característiques. <br/><br/>CONCLUSIONS<br/>La recerca i el treball de camp ens ha permès constatar que aquesta modalitat no està sent aplicada correctament, i tot i que hi ha casos concrets que demostren que l'ecoturisme pot suposar tot allò que pretenia en un principi com desenvolupament local i conservació, les experiències negatives cada cop estan prenent més protagonisme sobre tot per la manca de planificació, (entenent aquesta com un buit legal en matèria turística i mediambiental, manca de recursos humans i econòmics, etc.) i per la improvisació. <br/>Els resultats obtinguts, conseqüència d'uns models de desenvolupament ecoturístic inapropiats, són de gran utilitat per a d'altres països, que tot just estan començant a incorporar en els seus productes turístics aquesta modalitat, a no caure en els mateixos errors.
